If you're looking at starting a club I would look at running stock 1000cc modlites on medium Hoosier tires, this keeps the racing close and affordable.
A Rule Package similar to ours will do this. |

The biggest thing I think I would change is I would allow torque absorbing third link, either a spring loaded or rubber biscut link.
